I am still curious as to why this is optional. Aside from the content this is one of the most important elements for anyone trying to build a syndicaion system.

If the lastBuildDate was required then you wouldn't need to actually parse the rest of the file to determine if the content was new. Its a minor point when you are parsing a single file but for a system that parses 100+ files on a regualr basis this is a huge time savings.
