Is there any assumption on the time zone for the skip hours element? Since different aggregators will be in different time zones using the local time zone of the channel or GMT are the two choices. In the local case the channel will have to declare which time zone it's in (e.g. GMT + 2). In the GMT case the spec should state explicitly to use GMT time.
